SHNJ Norma vazhdoi me aktivitetet e projektit “Zbatimi i Ligjit për kadastrën” për vetëdijesimin e popullatës për të drejtat pronësoro juridike dhe promovimin e Udhëzuesit për regjistrimin e pronës, me personat me nevoja të veçanta, në HENDIKOS . Pjesëmarrësit u informuan mbi rëndësinë e regjistrimit të pronës, dallimin mes posedimit dhe pronësisë, dhe procedurat e regjistrimit në Zyrën Kadastrale. Ligjërimi ngjalli interes të madh, me shumë pyetje praktike dhe raste konkrete që treguan mungesën e certifikatave të pronësisë te disa pjesëmarrës. Pjesëmarrëseve u është shpërndarë shembulli i formularit me të cilin bëhet kërkesa për regjistrimin e peronës, i cili zakonisht i dorëzohet Zyrës Kadastrale (ZK) për regjistrimin e pronës. Pjesëmarrës janë njoftuar edhe me faktin se si duket një certifikatë e pronës. Me këtë rast, është simuluar procesi i regjistrimit të pronës në ZK, duke përfshirë disa raste praktike, të lidh
ura me procedurën e regjistrimit.
Ajo që është konstatuar nga pyetjet me shembuj konkret të pjesëmarrësve, mungesa e certifikatave e pronësisë të pronës, zakonisht për shkak të procedurave jo të plota të trashëgimisë, pastaj, si pasojë e mos humbjes të asistencës sociale, në emër të shtesave të fëmijëve, është bartur pronë në emër të anëtarëve të familjes së ngushtë. Përveç çështjeve pronësore, u ngritën shqetësime mbi aksesin në infrastrukturë për personat me nevoja të veçanta, duke kërkuar përmirësime nga autoritetet komunale. Pjesëmarrësit e vlerësuan udhëzuesin e prezantuar dhe propozuan hartimin e një udhëzuesi të ngjashëm për çështjet e trashëgimisë. Gjate punëtorisë u dhanë këshilla juridike pjesëmarrësve nevojtar.
Në punëtori mori pjesë edhe përfaqësuesi nga Misioni i Kombeve të Bashkuara në Kosovë.

SNH Norma continued with the activities of the project "Proper Implementation of the Law on Cadastre" to raise awareness of the population about legal property rights and promote the Guide for Property Registration, with disability people, in HENDIKOS. The participants (17 individuals and 4 lawyers from NORMA) were informed about the importance of property registration, the difference between possession and ownership, and the registration procedures at the Cadastral Office. The lecture aroused great interest, with many practical questions and concrete cases that showed the lack of ownership certificates among some participants. The participants were distributed with a sample of the form with which the request for registration of a person is made, which is usually submitted to the Cadastral Office (ZK) for property registration. Participants were also informed about what a property certificate looks like. On this occasion, the process of registering property at the ZK was simulated, including several practical cases related to the registration procedure.
What was found from the questions with concrete examples of the participants, the lack of property ownership certificates, usually due to incomplete inheritance procedures, then, as a result of not losing social assistance, in the name of child allowances, property was transferred to the name of close family members. In addition to property issues, concerns were raised about access to infrastructure for people with special needs, requesting improvements from municipal authorities. Participants appreciated the presented guide and proposed the drafting of a similar guide for inheritance issues. During the workshop, legal advice was provided to participants in need.
A representative from the United Nations Mission in Kosovo also attended the workshop.
